remove the screws around the perimiter of the wheel well lip/lower bumper forward of the wheel. and you can bent back the plastic to get access to the pump/pump harness, unplug the harness and check for power and ground with someone holding the washer/squirter switch....but yeah its probably rusted solid...90% of the time it is, its like 20-30$ at most for a new pump, if your fast enough you can swap it out and only lose a little bit of fluid....though if the fluid i old you may want to drain at least half of it out and then refill with fresh to make sure there's enough methanol in there for the antifreezing properties.

if your multifunction switch is excessivly loose it could be triggering the motor out of and into the park position but many times it the control board inside the wiper motor....sometimes its just water in the case/housing but that mainly applied to the older GM/form motors that werent as well sealed as the more modern units
