3800 Tightening the hex bolt

So I took off my old idler that had melted off. I bought the hex head socket ($5), and swapped pulleys with a new one from Murrays. Fast forward to about a month later, I hear a whistling coming from the pulleys, I remove the belt and see the pulley melted in one spot, looks to be from not spinning but the belt sliding against it. I buy another idler pulley and as I am tighting it, I notice that if I tighten it all the way, it wont spin, but if loosen it some, it will spin. I'm worried it will either tighten back up, or just fall off. Whats the deal?? <_<

To add insult to injury I lost the bolt, and its dark now so I'll wait till tomorrow to look and see where it landed in the engine. :angry:
