I'm guessing that the underhood fuse box was somehow violated?

We swapped fuel pumps as well as bypassing all of the stock wiring with the Caspers Fuel Pump hot wire kit. Seeing that we bypassed the stock wiring completely we didn't think it could be the fuse box after that, but it still could be. Odds are it is something stupid that all of us completely overlooked.

Did the fuel pump prime?

No. Yet there was voltage at the pump even with the stock wiring. We replaced pumps numerous times before the wiring and never got it to prime.
