looks like it's just using tables for everything... I've never used dreamweaver but all you need to do is change the vertical alignment of that part of the table (valign=top) It's prolly an option if you right click and go properties or something (again I've never used it so not sure what the interface is like... I've only had experience w/Visual Interdev and dot net) just look for a vertical/valign option

Right now if you view the source, just before the navigation code is written (it's a table within a row) there's this line:
<td rowspan="2" align="left" valign="middle">

the valign=middle is what's causing the vertical alignment to force the nav bar into the middle of the screen
