3800 Computer question, reformating HD...

I just received a new/used HD for my Dell Latitude laptop. It came with a business edition Windows 2000. (with NT something or other) I want to reformat the hard drive to load Windows 98. (I feel more familiar with Win98) My problem is that i'm having difficulty getting a DOS command prompt. I have been able to start it in Safe Mode with a prompt in a window but it won't let me run "Format C:". It states that the drive space is being used by something else and won't let me disengage whatever it is. I've ran a Win98 boot disk but it won't recognize the "C" drive to format from there. I'm sure I'm missing something as I only know just enough computer stuff to get me in trouble and/or very frustrated, which is where I'm at at the moment. I would really appreciate any input.
