There is a tool to pop off tie rod ends that may be quicker than a pickle fork. It's a claw that fits over it, and you turn a screw to pop out the threaded part. I have it if you want to use it, but the tool is pretty cheap. Autozone may also rent it, they rent tools like that for free.

$27 is about right, it depends on the car. They can be anywhere from $15-40. GTPictor does alignments, and I believe will do tie-rod ends. He did my alignment Sunday, and did a very good job. I'd hit him up soon for it, I think he may be moving shops soon.
