3800 Password protect

How can I password protect my whole computer, from the moment they turn my tower on I want them to have a password to get on my computer here at home, my little brother has a problem with coming on here and messing it up, so then I have the screen saver password, but then he just shuts the tower off and lets the comp re-boot and waaaallaaa he's on.. how can I do this?? I have xp

Go into user accounts and create a password. Even when I boot up to safe mode I'm prompted to a password.
