The proper resolution would be you greet the police respectfully, provide them with your name, sate that you're a CCW holder, ask them for further instructions regarding your firearm and don't try to move around and back away from them. That will make them uneasy in an already tense situation.

The Illinois law is concealed or partially concealed on or about your body. Printing is still considered concealed according to Illinois law.

Well, I won't argue on the technicality since there are many experts on law here.

But, where he broke the law -

1. Selling single cigarettes on the street
2. Resisting Arrest
3. Attempt to draw a deadly weapon on law enforcement

Now, depending on the situation, printing does not mean concealed. If you're wearing a tight shirt or a shirt like the offender here was wearing and can CLEARLY identify this as a firearm, it is not concealed or partially/mostly concealed.

No one here, not you or I know the story. What if he brandished the firearm on someone? Cops were called for a reason. I doubt 3-4 police officers would show up randomly on the street to question one man unless they actually had a cause or a reason.

430*ILCS*66/**Firearm Concealed Carry Act.

Most concealed from the public. If I am on the street, and I can make out that a person is carrying a gun due to obvious printing or I can see the barrel, it is not considered concealed. This is a gray area in courts, though.

I think on initial contact they might not know yet, not sure if running the license plate gives them that info, from my experience I’ve only been asked if I’m carrying until after the officer comes back with my license and thats what leads me to believe that.

There has been cases where a rookie cop is informed that the person is carrying and they freak out, I’d rather not gamble with my life and let them decide how they want to handle the situation, some of them might not even ask and that I think is the best policy and safer for both parties, if the stop doesn’t involve anything major I know he has a gun, he knows I have a gun, we don’t talk about it and we go on our merry way

I got pulled over years back in Carol Stream (speeding). When the officer came up to me, as I was pulling my license out of my wallet, he saw my FOID card. He asked if I had any weapons on me or in the car. To which I said, "yes, I have both my HK and Glock in the trunk." He inquired further and I said that the day before a friend and I had gone to the range and I just hadn't gotten around to taking them out and cleaning them.

He asked to verify that, so I got out, opened the trunk, showed him both, safely in their cases, no ammo in them, but in a separate box, and he politely said "thank you, please have a seat back in your car..."

He ended up giving me a warning and thanked me for being upfront with him.

I have heard numerous people mention he wasn't doing anything illegal and it looked like he was giving them his Id when the video started.


What if the ID he was giving them was his FOID and them seeing he wasn't a CCW licensee then from that second on he was doing something illegal and the officers would want to at least get his arms behind his back to make sure he cannot reach for it.


I mean if they see him selling loose cigarettes, or even printing really badly, and ask him if he's licensed to carry and he only produces a FOID then he's definitely doing something illegally.

It doesn't seem like the guy had any open warrants or was on probation. Why would he run like that? It makes no sense to me. It's shame his daughter will grow up without a father because he pulled some dumb shit.

Different systems/checks.

Everyone and their grandmother gets a FOID.

CCW, on the other hand, way more involved and takes months upon months to get unless you do electronic prints.

But, it checks all of your juvenile record, employment history, residence history, personal information, etc.

FOID is just a $10 money order, picture ID and a few things on an application.

Plus, passing/qualifying through a licensed CCW instructor too which costs money/time.

I always thought the FOID background check was pretty extensive minus prints. Your definitely right about the wait. I did the electronic prints for the CCW and my father-in-law didn't do prints. I had mine 2 months before him.
