Part of my degree is in technical writing and it really depends on the class. Some classes were in the weeds writing, and others were organizing technical data to be communicated to a wide audience. It's also the analysis of data, facts, etc and weeding out the important stuff for specific audiences. Much of it is working with technical documents and formal research papers.

Judging by the class description it's more of the latter and less of the former. There is also a "writing for the workplace" class which I take to be more of the general "how to be professional" type writing
