if its a stock emissions motor the 650 should have been enough.
tuning a edelbrock carb is stupid simple. there are only 2 adjustments that can be made easily and most of the time run the best right out of the box before people try fucking with them.

ignition timing and idle mixture and engine vacuum is the 3 things that will be monitored/changed while tuning this this.

750 is too much carb if it's a stock 455, if he still has the 650 throw that back on there and take it to a shop that can dial it all in. If he doesn't have the 650 anymore he might need to jet down the 750

Honestly it's pretty easy to dial in a carb'd motor, a vacumn gage, timing light and a few other cheap tools is all you need to get them running like a top.

For best results with jetting carburetors the Fast Wideband is where it's at to find all of the Power available!
