Preserving surface rust/paint/patina/junk

So my car has had a paint job at some point in its life (probably many many years ago) and said paint has flaked off in some spots due to weather. It's developed surface rust where the paint has gone.

I was looking to I guess stop it but not necessarily sand it down and prime it. In the future it'll get actual paint but for now I'm looking to preserve its weathered look.

Should I go with something like wd40 and a rag, wax, motor oil, etc? Scotch bright it first?

Here's a pic of the worst of it. I'd knock the loose paint off.
