Thanks to a tip by one of the fans of ILHB3325 on Facebook, I have learned that the issue with Chicago improperly enforcing their ordinance is now over.
Public Act 098-0153 clears up the issue by changing section 625 ILCS 5/12-503 (IL Motor Vehicle Code) with the addition of "(m) A home rule unit may not regulate motor vehicles in a
manner inconsistent with this Section. This Section is a
limitation under subsection (i) of Section 6 of Article VII of
the Illinois Constitution on the concurrent exercise by home
rule units of powers and functions exercised by the State."
Therefore, on the effective date of January 1st, 2014, those people who have tinted their front windows in accordance of the IL Motor Vehicle Code will be able to drive into Home Rule Cities without fear of getting the dreaded "$250 tint ticket" like in Chicago. Those Home Rule cities will also no longer be able to fine an out of state vehicle owner for having tint on their vehicle's front windows in accordance with their own state's law.
This is a HUGE victory for Vehicle Enthusiasts in Illinois.
